Seasons’ Greeting from the Lake Babine Nation Education Department
First of all we want to congratulate all the students on a successful completion of this first term.  Keep up the good work! It has been a busy time, I am sure the students can relate to this with exams that you are busy studying for. Best of luck with your exams!

Education Department Planning Session:
On October 23, 2009 the Lake Babine Nation Education team had a follow up planning session at the Heritage Centre, this planning session helped give the team direction and  goals for their programs through the LBN Business and Operations Plans.

The Carrier Developmental Standard term Certificate
is program that was Developed by LBN, CNC, and UNBC. Monty and Louise Lacerte played a big role in making this program a reality. Lake Babine Nation has 14 students in the program and they have just completed the Certificate portion of their program. We want to send our Congratulations out the ladies:
Georgina Erickson, Kelly Tizya, Cicelia Godfrey, Lucy Fortin, Beatrice Michell, Geraldine Michell, Roberta Alec, Jacqueline Williams, Mary Williams, Barbara Patrick, Rhonda George, Bernadette Lacerte, Francis Brown, and Rosalie MacDonald. Please congratulate them on their accomplishments. These ladies have worked hard and are on their way to be certified Language and Culture teachers. As well some of them will be continuing on to their Bachelor of Education. The ladies had a dinner on December 4th at the Margaret Patrick Community Centre. At this dinner they served traditional food that they prepared as part of their assignment over the summer.  They also had to do a speech in Carrier and I must say they did very well some of the ladies did not speak or understand much of the Carrier Language. Louise Lacerte their instructor was very proud of the students. Way to go ladies, keep up the good work! The students will be receiving their diplomas next year.

Post Secondary:
The living allowance will be direct deposited as usual for those students that have accounts set up and those who do not have accounts you will have to wait for the next business day which would be on Monday January 4th, 2009. Reminder that transcripts are due January 15th!

Assembly of First Nations/INAC: Education Authority Renewals
By 2012 there will be changes coming down with funding First Nations receive from Indian and Northern Affairs Canada (INAC).  This is when the Education Authority Renewal will be taking place.  What this means is that the funding INAC for all education program areas needs to be approved and allocated by Treasury Board for another five year period.
In order to have some input into this process our national political organization, Assembly of First Nations, and INAC have put together ‘Expert Working Groups’ in key areas of education that First Nations currently administer including: Elementary/Secondary, Post Secondary, Special Education.  In addition, there are two other Working Groups at this level whose task is to address (1) Performance Indicators, and (2) Data Management as they relate to the three program areas.  LBN Education Director, Monty Palmantier, has been appointed by the First Nations Education Steering Committee to represent the BC Region on the Experts Group on Post-Secondary Education.  This group held its first meeting on November 24 & 25, 2009.

Elementary Secondary:

Room and board cheques for eligible students from Fort Babine will be deposited on Monday, January 4th, 2009 as above if the first falls on a holiday or weekend the cheques are deposited the following business day.

Local Education Agreement between Lake Babine Nation – School District No. 91
The Lake Babine Nation has re-signed a Local Education Agreement for this 2009/2010 academic year: September, 2009 to June, 2010.  The Chief and Council has appointed a technical team of Monty Palmantier, Education Director, and Louise Lacerte, Woyenne Councillor to begin working on a new version of the Local Education Agreement – a five year agreement from June, 2010 to June, 2015 with the School District No. 91.

Enhancement Agreement
The School District No. 91 is in the process of developing a new Enhancement Agreement to be signed with the Ministry of Education, as the five year agreement has expired as of June, 2009.  This Enhancement Agreement will need input from First Nations communities within the School District No. 91 jurisdiction, including Burns Lake area public schools.
The School District No. 91 will be consulting with the First Nations communities; including Lake Babine Nation via community meetings for input into the new Enhancement Agreement, that will need to be signed by June, 2010.  We will be sending out notices to the communities of Woyenne and Tachet (within School District No. 91 boundaries), the dates of the meetings once we receive this from district.

Reciprocal Tuition Agreement
This is the first year of Reciprocal Tuition for reciprocal tuition process for Lake Babine Nation.  On December 4, 2009 Chief Adam signed the Reciprocal Tuition Agreement between LBN and the province of BC on behalf of Lake Babine Nation.  Reciprocal Tution has been a part of the Education Jurisdiction negotiations that have been going on between First Nations, provincial and federal governments over the past few years, Reciprocal Tuition Agreements have now come into existence.  What this means is that if First Nations have any students from off-reserve, including our own members or anyone else, that attend our band controlled K-12 schools – we can now invoice the province for the same block tuition amount that we pay to the school district when our on-reserve students attend public schools.
The Education Director, Monty Palmantier, is on the following committees on behalf of the Lake Babine Nation:
·         First Nations Education Steering Committee (Treasurer)
·         AFN/INAC Experts Panel on Post Secondary Education (National Working Group)
·         Aboriginal Steering Committee – CNC Lakes (Chair)
·         First Nations Education Committee-School District#91Nechako
·         Aboriginal Education Committee –School District#54 Bulkley Valley
·         Post Secondary Institute Development-Burns Lake Native Development Corporation
·         Carrier Developmental Standard Term Certificate-UNBC,CNC and LBN initiative
·         Indian Support Studies Program (Chair)
Please note that the FNEC SD#91 Meetings are open to anyone that wishes to attend. These meetings are rotated around the communities in the Nechako and Lakes area. LBN hosted the last meeting in November in the Council chambers. The next meeting will be on January 13th at Nadleh Band in Fraser Lake.

Neduten Traditional Teaching Series

Neduten Teaching

The project was a success in terms of its implementation and effectiveness on the targeted youths. We targeted youth/students who currently attend the local schools that have been experiencing more absenteeism or below grade levels than others.

Our main objective was to have total immersion of our Traditional ways of teaching young people and having those teachings linked to our language and culture.
Stemming from this project and based on comments made by the youths/students we developed a project for the parents who required some insights and awareness in our community settings. We are also planning and designing workshops for the local school teachers, educators, and MCFD workers about our Traditional ways and means of teaching the young.

In all, this project has made good progress for Lake Babine Nation in terms of establishing a starting point and continuing with set directions for the betterment of all families.
